Parking Policy

  • Residence hall parking is strictly regulated and enforced. Parking spaces with numbers painted in the space or on the curb-stop are reserved for residence students only.
  • Cars illegally parked in any residence hall space will be towed at the owner’s expense.
  • Resident students should place their parking permit in their front window on the driver's side, lower corner. These vehicles can only park in residence hall spaces. Resident students with parking decals parked elsewhere on campus will be cited if not parked in their designated space in the residence hall lots.

Parking is not permitted in the following areas:

  • At a red curb, yellow curb or loading zone
  • In handicapped parking spaces without displaying proper license or placard
  • In a driveway, fire lane, or in front of a fire hydrant
  • In a pedestrian walkway or path
  • On a lawn
  • On any landscaped area
  • On any other "no parking" designated area

All vehicles parked in violation of the campus parking regulations will be towed at owner’s expense. The average cost of towing is in excess of $300, plus vehicle storage charges.

Please work with the University to provide a safe and secure campus by respecting parking restrictions. 

We have designated specific areas on campus for free assembly for the conduct of political activity and other exercises of free speech.

In addition to the public areas (under the jurisdiction of the City of San Rafael), the following area on campus shall be deemed a free assembly area for the conduct of political activity and other exercises of free speech by third parties: the open grass area between Acacia Avenue, Guzman Hall, Angelico Hall (excepting an area used for entering/exiting the event) and Ralph Minor Hall (referred to as “Guzman Lawn”).

Such use must be on a noninterference basis with the conduct of classes or other normal activities of the University. Determinations of what constitutes interference shall be made by the University President or designee in the best interests of the University.

Assemblies and public addresses must be conducted so that campus pedestrians and automobile traffic are unimpeded and members of the University Community not participating in the event may proceed with their normal activities.

In order to ensure compliance with the City of San Rafael’s Events Management Plan for ӣƵ of California, any outdoor assemblies and public addresses, including those on the Guzman Lawn, must be conducted without sound amplification equipment.  

Please note that University officials reserve the right immediately to terminate any use of University facilities if, in the judgment of those officials, continuation of such use will result in:

  • Danger to participants or others;
  • Unlawful conduct by participants or others; or
  • Substantial interference with, disruption or disturbance of the University’s educational mission, operations, business or function.

Conducting events in accordance with our Events Management Plan helps to ensure that the University can continue to offer these educational events for our campus and the community.
